Governing Board

The 性视界 Governing Board is composed of five members elected by the community and a student member elected by the College student body. The Board holds regular public meetings each month at 2:00 p.m. in the Board Room of the Student Services/Administration Building (SSA), 5885 Haven Avenue, Rancho Cucamonga, CA 91737.

Members of the public can participate in person at this location. Public comments for this meeting will be accepted in person at the meeting. Public comment speakers are limited to three (3) minutes per person, unless further time is granted by the Board. The public comment time limit will be doubled for members of the public utilizing a translator to ensure the non-English speaker receives the same opportunity to directly address the Board, unless simultaneous translation equipment is used. Persons with disabilities may make a written request for a disability-related modification or accommodation, including for auxiliary aids or services, in order to participate in the Board meeting. Requests should be directed to the Office of the Superintendent/President via email at presidents.office@chaffey.edu as soon as possible in advance of the Board meeting.

Gloria Negrete McLeod was elected to the 性视界 Governing Board in 2015 after more than two decades of public service. She formerly served as a board member for 性视界 before representing the region in the California State Assembly, State Senate, and in the United States Congress.

Gloria Negrete McLeod has distinguished herself as an effective advocate for helping improve local schools and community colleges. As a member of the 性视界 Governing Board from 1995鈥2000, Ms. Negrete McLeod worked to expand access to critical job training programs and improve academic outcomes for students of all ages. Serving as president of the Governing Board, she ensured that services were met at the college for students and faculty.

As a local Assembly member, she served on the Higher Education Committee, and as a State Senator, she served as co-chair of the Education Master Plan Review. As a legislator, she authored more than 160 bipartisan bills that were signed into law by three different governors, including new laws that helped local school districts recruit quality teachers, expanded job-training programs, and made it easier for California鈥檚 families to send their children to college. From 2013鈥15, she represented the region as a member of the United States House of Representatives, where she introduced legislation addressing the rising cost of college tuition. During her tenure, she also served on the House Committee on Veteran Affairs, where she advocated on behalf of veterans.

Gloria and her husband Gilbert, a retired police lieutenant, have lived in the 性视界 College District for 49 years. They have 10 children, 27 grandchildren, and 35 great grandchildren.

Mr. Ovitt was elected to the 性视界 Governing Board in November 2015. Prior to serving on the Governing Board, Mr. Ovitt served on the San Bernardino County Board of Supervisors representing the Fourth District from 2004鈥14, mayor and councilman for the City of Ontario from 1992鈥2004, and taught social studies at 性视界 High School from 1970 to 2004.

Mr. Ovitt obtained a bachelor of arts degree in history, with minors in Spanish and physical education, and a secondary teaching credential from the University of Redlands. Further study includes post graduate education at University of Southern California School of Policy, Planning, and Development; SCAG Leadership and Training Institute; University of California Berkeley, Haas School of Business; SACRS Public Pension Investment Management Program, and the CSAC Executive Leadership Symposium.

Gary Ovitt and his wife, Sue, are very active in their communities. In 2010, the Ontario Library was renamed the Ovitt Family Community Library, and in 2009, 性视界 named the Chino Campus Science Complex the Gary C. Ovitt Health Science Complex 鈥 an honor for which Mr. Ovitt is most proud. Mr. Ovitt is also an Ontario Parks and Recreation commissioner, a board member on Children鈥檚 Fund of San Bernardino County, Ontario-性视界 Show Band, 性视界 Alumni Association, 性视界 Trust, and serves as an associate pastor at his church, Community Christian Fellowship.

The Ovitts have one daughter, Amanda Balcombe, who lives locally and is a registered nurse. Mr. Ovitt has made Ontario his home for his entire life. With that, he has been able to contribute to his hometown鈥檚 鈥渜uality of life鈥 as an educator for 34 years and as a policy maker for 22 years.

Mr. Lee McDougal has served on the 性视界 Governing Board since 2000.  Lee McDougal retired from the city of Montclair on June 15, 2010, completing 35 years of service with the city, the last 18 years as city manager. Mr. McDougal began serving Montclair in 1976 as housing coordinator, overseeing the city's Community Development Block Grant Program. By his third year, he became the director of housing and redevelopment, charged with administration of the city's Redevelopment, Community Development Block Grant and Code Enforcement Programs. In 1984, he was promoted to director of administrative services/redevelopment, serving in this capacity until becoming city manager in 1992.

Mr. McDougal graduated in 1974 from the University of California at Riverside, College of Social and Behavioral Science. He received two Bachelor of Arts degrees-one in urban studies and the other in black studies.

Mr. McDougal is the Immediate Past President of The Leadership Connection, former board member of OPARC, chairman of Augusta Communities Inc., chairman of Housing Partners Inc. (both nonprofit housing corporations), former member of University of California at Riverside Alumni Association (past president twice), and past chairman of the West End Communications Authority (WECA). He is an active community member, devoting much of his time to service organizations, including the Mt. Baldy Chapter of Habitat for Humanity Advisory Board.

Andrea Guillen Dutton has lived, worked and served within the 性视界 College District her entire life. She and her late husband, Senator Bob Dutton, shared a deep commitment to supporting churches, hospitals, community organizations, and Inland Empire colleges and universities. 

Dutton earned bachelor鈥檚 and master鈥檚 degrees from California State University, San Bernardino, and graduated from the Pomona Valley Hospital School of Radiologic Technology. She brought years of experience as a registered, licensed and certified radiologic technologist and mammographer to 性视界 in 1982, guiding the Radiologic Technology program as adjunct and full-time professor, as well as program director for more than 30 years.

Throughout her career, Dutton and her husband devoted extensive volunteer service and financial support to 性视界 and the surrounding community. The Duttons established two endowed scholarships for Latino and Radiologic Technology students. She served the 性视界 Foundation Board, the Latino Faculty and Staff Association and the 性视界ans Retiree Association.

Dutton鈥檚 broader community and public service includes the San Antonio Regional Hospital Board of Trustees, Inland Empire Community Foundation, the Frontier Project, the San Bernardino County Sheriff鈥檚 Council and Special Services Bureau, and the Parish Council at Our Lady of Guadalupe Church in Chino. Gov. Arnold Schwarzenegger appointed her to the California Board of Registered Nursing in 2007, where she served for two years.

Her honors include awards from the Inland Empire/Desert Regional Consortium, the Hispanic Educator Image Award, the Latina of Distinction Award, and 鈥淲oman of the Year鈥 for the 31st Senate District. Dutton is also the author of five editions of Medical Techniques & Patient Care in Imaging Technology. Her daughter, Kara Dutton, works as a banking vice president and shares her family鈥檚 commitment to community involvement.

Dr. Deana Olivares-Lambert has served as a Trustee on the 性视界 College District Governing Board since 2020 and has served on the California Community College Trustees Board since 2023.

A proud Southern California native and community college alumna, she began her higher education journey at Mt. San Antonio College before transferring to the University of La Verne, where she earned a Bachelor of Science in Psychology. She later completed a Master of Arts in Organizational Management at the University of Redlands and earned a Doctorate in Educational Leadership from California State University, San Bernardino.

Her doctoral research explored how women community college trustees transform challenges into opportunities for inclusive innovation, systemic change, and collaborative leadership cultures within their institutions.

Dr. Olivares-Lambert brings a broad and dynamic professional background in strategic communications, public affairs, organizational development, business development, and operations management across the private, public, and nonprofit sectors. She is also fluent in Spanish.

In 2011, she and her husband, Steve Lambert, co-founded The 20/20 Network, a Southern California-based communications firm. The firm specializes in media and community relations, organizational leadership, message development, advocacy, regional collaboration, strategic planning, and crisis management for both public and private clients.

Dr. Olivares-Lambert and her husband reside in Upland, and they have five adult children.
